Climbers For Peace In Iran

With pictures and words Fred will share his amazing adventure in citizen diplomacy to reach out a hand of friendship to the Iranian people. Learn how a combined team of Americans and Iranians reached the summit of Damavand, an 18,605 volcano that is sacred to the Persian people. At age 75 Fred was told that he was the oldest American to ever summit Damavand.

President Tony announced we are partnering with Rincon Valley Charter School to place lending libraries in Coffey Park.

Ted Wilmsen still has some schools   dictionary slots that need to be filled. Also, some schools need dictionaries for kids who lost theirs in the fire.

Recognitions

Kathleen Archer was in Hawaii and brought back some Hawaiian auction items (Kona coffee, macadamia nuts and a t-shirt). They were sold as a package for $50 to Casey Carter (I think).

Yale Abrams was recognized for his receiving the Spirit of Sonoma Award. Yale donated $50 to the club foundation.

Program

Doug Johnson introduced Bill Rousseau, Sonoma County Clerk, Re order, Assessor. Bill is retiring January 7th. Bill covered a fire of subjects and the fire effects on assessing property in Sonoma County. Assessment of 88 million last year was the highest ever, even with the fires. Bill shared the Assessment roll history as well as types of assessments. The overwhelming majority of properties are residential.

Bill discussed the history of Prop 13, which was created to protect people from being taxed out of their homes in the late 70’s due to rapid appreciation. The result is that in the ensuing years, two identical properties can pay vastly different amounts in property taxes depending on when the properties were purchased. Bill also discussed the various options for assessment and taxation for replacement property for fire survivors. Prop 8 deals with assessing property in a declining real estate market. Assessment can only be raised by 2% per assessment year.

           Governor Declared Disasters – Options for Property Owners

  • REBUILD PROPERTY WHERE THE CALAMITY OCCURRED IN A GOVERNOR DECLARED DISASTER REVENUE AND TAXATION CODE 170
  • Property is damaged more than $10,000. Calamity form filed within 12 months of disaster date.  Requirement waived for 2017 wildfires.
  • The replacement property must be substantially equivalent to the original. A general definition of substantially equivalent is similar in size, utility, function, and zoning. Any type of real property.
  • Base Year Value Factored (BYVF) will be restored as a percent complete as of each lien date, or upon completion at 100%.
  • Additional square footage, additional structures, outbuildings, fixtures, etc. will be added as market value to the BYVF to get a new blended “hybrid value”.
  • Note: Granny units or JDU’s or ADU’s will be assessed at market value unless they were part of the original structures.

                   Governor Declared Disasters – Options for Property Owners 

  • TRANSFERS BETWEEN COUNTIESARE ALLOWED ONLY IF THE COUNTY IN WHICH THE REPLACEMENT PROPERTY IS LOCATED HAS PASSED AN AUTHORIZING ORDINANCE –Prop 171 ‐(Sonoma County Accepts)
  • Property is substantially damaged to more than 50 percent of its full cash value immediately prior to the disaster.
  • Original Property that is damaged applies to Principal Place of Residence. Property owned by legal entity is ineligible.
  • The replacement property must have been acquired or newly constructed within three years after the date of the disaster
  • Equal or lesser value” similar to Prop 60 rules

1st Year: 105%  ;  2nd Year: 110%  ;  3rd Year: 115%

                           Prop. 8 ‐ Section 51 – Decline Basics

  • Passed by California voters in November 1978, Proposition 8 allows for a temporary reduction in the assessed value of real property when there is a decline in market value (MV) below the property’s base year value factored. (BYVF)
  • Assessed Prop. 8 Values must be reviewed and adjusted annually!
  • Prop. 8 Assessed Value are not subject to the 2% increase

limitation, as long as the annual Prop. 8 value is still below the

BYVF (Prop. 13 factored value.)

                           Summary of 2018 Assessment Year

  • Prop. 8’s are currently at 7,926 properties.
  • Impacts Related to Fire Loss & Recovery
  • Consumer Price Index was 2%.
  • 4.02% Overall Increase from prior roll.
  • Current roll value is $88.9 Billion.
  • What’s ahead for the 2019-20 Assessment Year?
