Spence and Shirley Flournoy Memorial Engineering Scholarship

honors Spencer and his wife Shirley Flournoy, both long-time supporters of the Rotary Club of Santa Rosa and its Foundation. Spencer, prior to his retirement to Santa Rosa, held several high level engineering/constructions jobs, and worked on major projects around the world. He ended his career as President of Occidental Construction in Los Angeles. After retirement Spence was President of the Sonoma County Taxpayers Association, working diligently as a taxpayer watchdog on government spending and taxation. Shirley stayed home to raise their three children, and volunteered for the Sonoma County Community Hospital. Due to their generosity, the scholarship is offered on a two-year basis to Sonoma County Junior College transfer students in the engineering and construction management fields.
